Head of Construction

Head of Construction

Organization: Business Development

Preferred Age: Between 30 and 50

Preferred Gender: Male

Minimum Experience: 10 years in large companies with progressively increasing managerial responsibilities

Qualifications: Bachelor’s degree in Civil Engineering or similar; MBA optional

Responsibilities

Manage all construction activities at plant sites, ensuring projects are executed according to specifications, timelines, and budgets. Ensure compliance with organizational standards, legal regulations, and maintain high safety and quality standards.

Construction Project Management

  • Manage day-to-day operations of all construction projects, liaising with contractors and subcontractors to ensure quality and efficiency.
  • Regularly review and monitor project progress, providing detailed weekly and monthly reports highlighting major issues and developments.
  • Lead contractual and technical meetings with contractors, developers, purchasers, and other relevant parties.

Compliance and Quality Assurance

  • Ensure all construction activities comply with organizational standards and legal regulations.
  • Identify and resolve technical and managerial issues on-site to minimize delays or disruptions.
  • Maintain comprehensive documentation of contracts, progress reports, and compliance records.

Business Support and Team Leadership

  • Assist the Business Development Manager in strategic planning for construction growth and expansion.
  • Lead and develop the construction team, promoting high performance and continuous improvement.
  • Maintain strong relationships with internal and external stakeholders.

Strategic Contribution & People Management

  • Ensure effective cascading of divisional strategy into sectional business plans for vertical and horizontal alignment.
  • Lead talent development initiatives and manage performance of the construction team to maximize results.

Budgeting and Financial Planning

  • Prepare and recommend sectional budgets, monitoring financial performance versus approved guidelines.

Policies, Systems, Processes & Procedures

  • Develop and implement department policies, systems, processes, and controls to ensure compliance and cost-effective service delivery.

Continuous Improvement

  • Lead continuous improvement initiatives for systems, processes, and practices, considering global standards and business environment changes.

Reporting

  • Ensure all department reports are timely, accurate, and compliant with QEWC standards.

Context, Work Environment & Decision-Making Authority

  • Key decisions impacting the Business Development department require Chief Business Development Director approval.
  • Job holder exercises construction authority as per QEWC board authority matrix.

Job-Specific Skills (Generic / Technical)

  • Problem-solving and analytical thinking skills.
  • Solid people management and leadership skills.
  • Understanding of power/energy and water sectors, emerging trends, technologies, and key players.
  • Proficiency in English (must) and Arabic (plus).

  • Ability to collaborate effectively with stakeholders, senior executives, management, and external partners.
  • Strong communication and presentation skills.
  • Familiarity with Qatar and GCC culture and working environment.
